Project Preparation
We provide our clients with a solid foundation for data-driven decision-making through project preparation which includes appraising the project’s financial and economic viability and the broader socio-economic impact.

Our Areas of Expertise
Design of Decision-making Tools
Using industry standards and international best practices, we design project preparation tools that enable our clients to make better decisions.
Financial and Economic Valuation
Financial and economic evaluation of a project includes estimating project-related revenues and costs and cash-flow analysis over the lifespan of a project. We extend our analysis to include the socio-economic costs and benefits associated with project implementation.
Financial Modelling
We create a model of cash flows over the project’s lifespan. This provides important decision-making information for managers to select the most appropriate project financing structure that can be implemented.
Climate Resilience
Our project appraisal helps clients to mobilise finance for climate-resilient infrastructure projects. Such projects enhance and improve the resilience of poor and vulnerable communities, most of which are rural-based.
Project Feasibility and Bankability Assessment
Our project appraisal is a key input into the assessment of whether a project is feasible. It helps our clients to test the feasibility and bankability of different technical options. It also informs the structuring and implementation of projects to achieve bankability.
Transactional Advisory (Project Finance)

Seventh Armada advises clients on strategy, finance, funding, procurement and public-private partnerships (PPPs) for large-scale infrastructure projects. In other words, we assist public institutions and private investors in the planning, procurement and implementation of large-scale transactions for infrastructure. The infrastructure includes roads, bridges, railways, public buildings/campuses, renewable power, communications, dams, resiliency or flood prevention, and other capital-intensive transactions.
Private sector participation in infrastructure projects generates significant value for governments and users. To ensure success, it’s important to know and balance the significant risks and costs between all parties. Our multi-disciplinary in-house experts work in cohesive teams to identify these factors and make recommendations that will create productive relationships between governments, developers, and investors.
Leveraging on our long-term international experience and business relationships, we provide insight into all aspects of the transaction process which ranges from identification and feasibility studies to financing and monitoring. Our wide-ranging understanding allows us to provide strategic guidance and hands-on services. These include drafting PPP policy documents and guides, and conducting case study research for governments, financers and international donors.
Capital Raising
At Seventh Armada Ltd, we combine engineering and financial expertise to facilitate the financing and development of projects that drive economic growth and development in East Africa. We provide advisory and capital-raising services for private and public sector clients.
Our capital-raising services help to deliver the most suitable debt and equity funding package to a project. We assist our clients with all aspects of capital-raising, including:
- Transaction/legal structuring, including structuring of special purpose vehicles for project execution.
- Financial modelling and structuring and security structuring.
- Development of the project information memoranda (PIM) and prospectus.
- Identification and matching projects and funding requirements to appropriate lenders and investors, and subsequent capital raising.
- Managing the financing documentation, and negotiation of funding agreements up to financial close on behalf of clients.
Types of funding that we can raise include:
Grant Funding
We can access grants for early stage project preparation funding, to cover feasibility studies and other early-stage project development activities.
Project Finance Debt
We can arrange mezzanine debt, senior debts, working capital and bridging finance facilities.
Funding Sources
Funding sources that we target include development finance institutions, commercial banks and asset managers.
Enabling Environment
We help national, provincial and local governments to create strategies, policies and laws and to access financing to create an enabling environment in various areas of the country. A good enabling environment establishes the assets and rights of public and private organisations, men, women, the rich and the poor and ensures a good quality environment.
The policies and laws contain “rules of the game” that spell out the roles to be played by all stakeholders in the creation of sustainable development and management of assets. They also aim to balance out the economic, social and environmental demands for the creation of the assets (such as water resources).
As we work with governments to formulate laws and policies, we keep in mind the fact that the “rules of the game” apply to everyone. Therefore, we provide NGOs, private companies, women and disadvantaged groups, community-based organisations and other sections of civil society with opportunities to actively participate in formulating the policies and laws. That is because all these agencies and organisations play important roles from different perspectives to create balance between development and conservation. As a result, the asset to be created potentially becomes a social and economic good.
